МІСЦЕ І РОЛЬ АДМІНІСТРАТИВНОГО МЕНЕДЖМЕНТУ В ЗАГАЛЬНООРГАНІЗАЦІЙНІЙ СИСТЕМІ УПРАВЛІННЯ

Анотація

Стаття за своїм змістом дає можливість об'єктивно оцінити місце і роль адміністративного менеджменту в загальноорганізаційній системі управління. Акцентується увага на тому, що сучасне сприйняття адміністрування хоча і вимагає дебюрократизації існуючих систем управління, проте варто розуміти головні умови, які можуть забезпечити основи стабільних конкурентних переваг суб'єкта господарювання. На практиці, з досвіду провідних міжнародних компаній, такими умовами є у першу чергу якісно оптимізоване розмежування функцій адміністрації і менеджменту, який не входить до складу апарату управління, а також грамотне використання адміністрування як прямого та / або опосередкованого інструменту впливу суб'єкта на об'єкт. Саме тому в статті розкрито основні відмінності між складом "адміністрації" і "менеджменту організації", основні складові адміністрування, їх взаємозв'язок. Представлено співвідношення адміністрації і менеджменту та їх вплив на керовану систему. Дано перелік основних внутрішніх документів, що регламентують діяльність господарюючого суб'єкта, розкрито головне організаційно-методичне їх призначення. Водночас автор звертає увагу на необхідність використання у практичній роботі дієвої системи адміністрування зі складом і змістом палітри ресурсів, що забезпечать результативне та оперативне функціонування у штатному і позаштатному режимі. У підсумку дано визначення, що таке адміністративний менеджмент, чим окреслено його місце і роль у загальноорганізаційній системі управління.

THE PLACE AND ROLE OF ADMINISTRATIVE MANAGEMENT IN GENERAL MANAGEMENT SYSTEM

Summary

The article in its content gives an opportunity to objectively assess the place and role of administrative management in the general organizational system of management. The emphasis is on the fact that the current perception of administration, although it requires de-bureaucratization of existing management systems, it is necessary to understand the main conditions that can provide the basis for the stable competitive advantages of the entity. In practice, from the experience of leading international companies, such conditions are first and foremost a qualitatively optimized demarcation of the functions of authorities and management, which is not part of the management apparatus, as well as the competent use of administration as a direct and / or indirect instrument of the subject's influence on object. That is why the article reveals the main differences between the composition of "authorities " and "management of the organization", the main components of administration, their interconnection. The relationship between authorities and management and their impact on the managed system is presented. A list of the main internal documents regulating the activities of the economic entity is given, the main organizational and methodical purpose of their appointment is disclosed. At the same time, the author draws attention to the need to use an effective administration system in the practical work with the composition and content of the resource palette, which will ensure efficient and operative functioning in the regular and freelance mode. As a result, the definition of what administrative management is, what is outlined its place and role in the general organizational system of management.
