РЕЗУЛЬТАТИВНІСТЬ НАПОВНЕННЯ ТА ВИКОРИСТАННЯ МІСЦЕВИХ БЮДЖЕТІВ В УМОВАХ ДЕЦЕНТРАЛІЗАЦІЇ В УКРАЇНІ
Анотація
З 2014 року в Україні розпочато реформу адміністративно-територіального устрою держави у формі децентралізації. Для вирішення проблем на місцевому рівні було законодавчо унормовано та створено фінансову базу кожного самостійного суб'єкту місцевого самоврядування. У роботі розглянуто доцільність та результати реалізації реформи, особливості створення об'єднаних територіальних громад та їх забезпеченість фінансовими ресурсами.
Метою статті є визначення результативності наповнення та раціонального використання місцевих бюджетів, ресурси якого спрямовані на покращення соціально-економічного становища регіонів. Для реалізації цієї мети у статті використано метод системного аналізу, синтезу, логічний метод дослідження.
У результаті дослідження узагальнено поточний стан результативності наповнення та використання вітчизняних місцевих бюджетів в умовах децентралізації. Узагальнено характеристику результативності децентралізації за 2019 р. та виявлено поточні проблеми фінансової спроможності територіальних громад.

THE EFFECTIVENESS OF FILLING AND USING LOCAL BUDGETS IN THE CONDITIONS OF DECENTRALIZATION IN UKRAINE
Summary
Since 2014, Ukraine has launched a reform of the administrative-territorial structure of the state in the form of decentralization. To solve problems at the local level, the financial base of each independent local government entity was legally regulated and created. In the work, the feasibility and results of the reform, the features of the creation of united territorial communities and their provision with financial resources are considered.
The purpose of the article is to determine the effectiveness of filling and rational use of local budgets, whose resources are aimed at improving the socio-economic situation of the regions. To achieve this goal, the article used the method of system analysis, synthesis, a logical research method. The establishment of new mechanisms for decentralized planning and strong training programs is the actual line of action of the Public Institutions Perspective in Ukraine. Decentralization is a complex process requiring certain enabling conditions in order to be sustainable. It especially requires a strong on-going education program for personnel, citizens and/or organizations that are assigned decentralized functions and responsibilities. but in situation pandemia there are not resources for active operation and regions development.
The relationship between fiscal and financial decentralization is highlighted. There are the main reasons that make the government decide on decentralization. The dynamics of the formation of united territorial communities for 2015—2020 is presented. Criteria for assessing the level of community sustainability in Ukraine are given. The scale of the level of ability of territorial communities is given as the sum of the criteria specified in the paper. The results of decentralization in Ukraine for the 9 months of 2019 and for 2019 are presented. As a result of the research, the current state of the effectiveness of filling and using domestic local budgets under decentralization is summarized. A generalized performance profile of decentralization for 2019 and the current problems of the financial viability of territorial communities have been identified.
