НАУКОВІ ЗАСАДИ УПРАВЛІННЯ РОЗВИТКОМ ЗЕМЕЛЬ РЕКРЕАЦІЙНОГО ПРИЗНАЧЕННЯ
Анотація
Статтю присвячено науковим основам управління розвитком земель рекреаційного призначення (ЗРП). Обгрунтовано, що ефективне використання природних рекреаційних ресурсів залежить від своєчасного ухвалення управлінських рішень щодо їх використання а також вимагає пізнання практичного використання фундаментальних законів раціонального використання рекреаційних ресурсів. Виявлення шляхів найефективнішого використання всіх природних передумов розвитку рекреаційного господарства в різних регіонах України за умови збереження і примноження природно-ресурсного потенціалу рекреації, являється передумовою розвитку територій із природними рекреаційними ресурсами. На урядовому рівні особлива увага приділяється охороні земель рекреаційного призначення, але вони нині є визначеними недосконало. Тому необхідно розмежувати землі рекреаційного призначення від земель інших категорій на засадах використання еколого-економічного потенціалу та зберегти їх унікальність.

SCIENTIFIC PRINCIPLES FOR DEVELOPMENT MANAGEMENT RECREATIONAL LANDS
Summary
An article devoted to the scientific foundations of land development management. Emphasis is placed on the possibility of forming recreational potential through the creation of a zone of regulated recreation, recreational areas. It is indicated that the use of land in this category is special, so their public administration has special features. It is generally accepted that the effective use of natural recreational resources depends on their own management decisions regarding their use, and also requires knowledge of the practical use of the fundamental laws of rational use of recreational resources. Removal of the most effective use of all natural prerequisites for the development of recreational economy in different regions of Ukraine to preserve and increase the natural resource potential of recreation, which is a prerequisite for the development of areas with natural recreational resources. Attention is focused on the fact that recreational lands require special protection through activities that can help prevent their use for their intended purpose, adversely affecting their natural state. At the governmental level, special attention is paid to the protection of recreational land, but they are currently defined imperfectly. Therefore, it is necessary to differentiate between recreational lands and land plots of other categories. It is indicated that in the system of current environmental legislation of Ukraine there is no single special legal act that determines the legal regime of recreational areas, there is no legally defined conceptual and terminological apparatus in the field of recreation. Emphasis is placed on the fact that the state management of recreational areas is aimed at streamlining public relations in the field of protection of recreational areas and the use of recreational resources and invitations to be invited to implement the relevant regulations. It is indicated that the solution of these problems will achieve sustainable development of land use. Thus, determining the legal status of recreational areas will increase the investment attractiveness of Ukrainian land use in the economic sphere, and due to a more rational use of natural resource potential of land will increase production efficiency.
