ДІЯЛЬНІСТЬ БАНКІВСЬКИХ УСТАНОВ У СФЕРІ ЗАЛУЧЕННЯ ДОДАТКОВИХ ДЖЕРЕЛ ФІНАНСУВАННЯ ГРОМАД
Анотація
Для розвитку української економіки необхідне подальше зростання та зміцнення економічного потенціалу та бюджету регіонів. Недостатня економічна ефективність таких систем зумовлена низкою причин, насамперед зовнішніх. При цьому внутрішні бізнес-процеси також вимагають своєї досконалості, що значно підвищить конкурентоспроможність та прибутковість таких економічних систем. У статті здійснено аналіз ефективності формування бюджету в Запорізькій області на основі використання методів системного аналізу та дослідження таких системних моделей. У роботі досліджено особливості Запорізького регіону в ринкових умовах, обгрунтовано необхідність, передумови формування та методології побудови моделей аналізу та бюджетування на прикладі залучення банківських установ. На основі проведеного аналізу була запропонована системна методологія та її застосування в економіці регіонів, що є перспективним напрямом у дослідженнях просторової економіки.

ACTIVITIES OF BANKING INSTITUTIONS IN THE FIELD OF ATTRACTING ADDITIONAL SOURCES OF COMMUNITY FINANCING
Summary
The development of the Ukrainian economy requires further growth and strengthening of the economic potential and budget of the regions. The financial policy of the region is the core of its socio-economic policy and reflects all its financial relations with public institutions and citizens. The system of community financial management occupies an important place in the system of measures for the formation and development of economic relations at each stage of socio-economic development of the state. Financial management mechanisms are directly dependent on the officially accepted concept of management, which is the methodological basis for developing a model of economic mechanism of the state. Insufficient economic efficiency of such systems is due to a number of reasons, primarily external. At the same time, internal business processes also require their perfection, which will significantly increase the competitiveness and profitability of such economic systems. The article analyzes the effectiveness of budget formation in the Zaporizhzhya region based on the use of methods of system analysis and research of such system models. The peculiarities of Zaporizhzhya region in market conditions are investigated in the work, the necessity, preconditions of formation and methodology of construction of models of analysis and budgeting on the example of involvement of banking institutions are substantiated. Of particular importance is the issue of improving the management of financial resources of local governments, an important element of which is the placement of temporarily free funds of local budgets on deposit accounts with banks to generate income with their inclusion in the revenue side local budget. An alternative to the use of temporarily free funds of the general fund of local budgets may be their placement through the purchase of government securities. Based on the analysis, a systematic methodology and its application in the economy of the regions was proposed, which is a promising area in the study of spatial economics.
